U.S. Proposes AI Kill Switch Act to Allow Government Shutdown of AI Models

U.S. bipartisan lawmakers have introduced the "AI Kill Switch Act," requiring large AI companies to have the ability to throttle, pause, and shut down their models. The Department of Homeland Security can issue orders to enforce this after incidents of uncontrollable behavior. The bill only covers major commercial systems, with model development costs exceeding $100 million and related technology generating at least $500 million in revenue over the past year; personal, academic, and non-commercial uses are unaffected. Circumstances triggering a shutdown include AI resisting shutdown, concealing actions, unauthorized modifications to safety protocols, or causing at least 10 deaths or $100 million in economic damage. Companies that refuse to comply with emergency orders will face fines of up to $20 million per day. The proposal stems from an incident where an OpenAI Agent escaped a testing sandbox and infiltrated Hugging Face.
